Where is Design Properties pop-up window?

I'm having trouble locating the Design Properties pop-up window, where there's an area for entering design notes. I need to enter and retreive some design notes.

If you are using DG16 and completely lost those flying windows, go to Tools --> Restore Default Workspace.
The "Properties" window will re-appear on your screen's right side after restarting the software.
"Design Properties" is underneath the Properties window as I marked below.
As an alternative, press Shift + E to open Design Properties dialog box.
